Chris Cheeley’s ongoing tenure as President of the Black Bay Village Owners Association is a masterclass in incompetence and self-interest. His leadership has consistently prioritized personal gain over the health of the community, resulting in the most ineffective administration this neighborhood has ever endured.

His ongoing failures can be categorized by three major breaches of trust:

  • Absentee Leadership & Conflict of Interest: Despite holding the highest position on the board, Mr. Cheeley does not, and has never, resided within the BBVOA community. He governs from the outside, insulated from the daily realities and rules he imposes on actual residents.
  • An Engineered Voting Monopoly: As the developer of the neighborhood's last 24 homes, Mr. Cheeley retained a dozen properties as rentals. Rather than operating as a standard member of the community, he utilizes this concentrated voting bloc to monopolize HOA control, ensuring that all board actions serve his financial interests as a landlord and developer.
  • Complete Evasion of Accountability: Mr. Cheeley operates behind a wall of zero transparency. He arrogantly withholds his direct phone number and email address, deliberately avoiding any accountability to the community.

By flatly refusing to communicate with association members or face homeowner concerns, he operates an unchecked monopoly. A neighborhood cannot thrive under a president who refuses to engage with the very community he claims to serve.
